The role of the local governing body

In order to understand the role and responsibilities of the local governing body within Iceni Academy Hockwold  it is important to recognise that the governing body of a school that is part of a multi-academy trust, such as this one is, is very different from that of a single academy school or a community school.

The main difference is that the trust is the accountable body and ultimate decision-making body and not the local governors, or local governance tier as they are known, and it is the trustees who decide how governance works at individual academy level and what responsibilities are delegated to the local tier.  The trust board can, at any time choose to remove those delegated responsibilities or change the committee structure.  So, in a nutshell the local governing body is a committee of, and dependent on, the trust board for any decision-making powers.

So, what is the role of the local governing body at Iceni Academy Hockwold?

The local governing body is an informed local community resource with a unique local perspective and a delegated responsibility to provide challenge and support to the academy and the Trust.  Local governors are the “eyes and ears” of the trustees in the local community.

In line with the trust’s Scheme of Delegation, local governors are responsible for supporting academy improvement and engaging with academy leaders and the community in order to ensure that all students reach their full potential, regardless of background or level of ability.

This academy was part of a local governance cluster and became a stand alone local governing body in September 2024.

Fully supported by the Trust’s Governance Team and the Chair, local governors of Iceni Academy Hockwold are responsible for:

  1.  Knowing, understanding and challenging pupils’ overall progress and attainment. This means being clear about where the attainment gaps are, what provisions are in place to close those gaps and the impact of those provisions.
  2. Monitoring child protection and welfare in the academy including attendance, behaviour, suspensions and permanent exclusions.
  3. Receiving and noting summary management accounts and risk registers provided by the academy.
  4. Hearing any appeals as part of the complaints process and sitting on discipline panels in relation to suspensions and permanent exclusions.
  5. Evaluating their own effectiveness through the local governing body action plan, skills audit and clerk-led self-evaluation.

School visits help governors to understand more about their academy and the reality of school life.  We encourage governors to take on specific roles, dependent upon their interests and visit their academy.

Meet the Governors

Alex Smith, Chair and Local Governor

I have worked in Higher Education (HE) since I graduated from the University of Leeds with my masters degree in 2016. I worked for the University of East Anglia until September 2023 where I gained experience in student administration, governance and quality assurance. I was a Partnerships Manager for 5 years where I acted as the relationship manager for the University’s partner institutions. I was seconded to the Head of Partnerships in 2022 and led the team in managing existing partnerships as well as developing new ones. In September 2023 I started as a Senior Case Handler at the University of Cambridge where I am responsible for handling student appeals and complaints. I am passionate about education and the positive contribution it can make to young people’s lives. As a governor (I started with Iceni All Through Academy in December 2020 and now serve on the decoupled Primary LGB), I intend to draw on my experience, professional and personal, to challenge, support and hold the academy to account, making sure their pupils receive a high quality education.

Marie Reidie, Vice Chair, Parent Governor

I have been involved with education for 17 years, starting off at Rosemary Musker as an SSCO before being promoted to Breckland School Games Organiser. I oversaw 37 schools and managed a team of staff to embed competition and inclusive sporting opportunities for all.

I have always wanted to make the biggest impact on young people’s experiences and not just talk about it so in 2013 I set up AspirePE Ltd which delivered high quality sports events for Watton, Thetford and Methwold schools, provided inclusive PE CPD sessions focusing on ADHD and Autism engagement, ran parent PE Cafes and delivered on community days. I worked closely with Breckland Council and ran their Rural Multi Sports Holiday sessions for 7+ years.  I took a step back from delivery in 2019 to have two children, and now work in operations for Green Seed International ltd and have since become a published author.

My daughter is due to start at Iceni Hockwold in September and I am looking forward to playing an active role in ensuring our children get the best possible learning experience regardless of ability or background and get as much enjoyment out of their school days as I did delivering.

Alicia Rickards, Local Governor

I’m Alicia Rickards and I’m the Assistant Principal at Iceni Primary Academy in Hockwold. I really enjoy teaching and love being part of our amazing team led by Emma Owner. My passion is music and, along with sharing my love of it with the children, I run a Community Steel Band and I belong to West Norfolk Wind Orchestra (playing percussion) and Norfolk Symphony Orchestra (playing the cello). Iceni Primary is a very happy school and I look forward to representing the staff at Governor meetings again.

Ashley Sismey, Local Parent Governor

I have lived in the village almost all my life and have been involved with numerous local charities from an early age.  My Daughter is a student at the academy and my wife is also a teacher here.

I look forward to fulfilling my role as Parent Governor and actively enhancing all students learning and social experiences.

Peter Birch, Local Governor

I am delighted to serve Iceni Primary Academy as Community Governor. I have been teaching for nearly 20 years and have held a variety of roles which I believe will serve me well in this role. I look forward to working closely with fellow governors, staff, and the local community to support the academy’s vision and strategic goals.

As a member of the local community, and my youngest daughter starting in September, I have a genuine desire to contribute to the success and well-being of the academy. I understand the importance of collaboration between the academy, families, and the local community in creating a positive, inclusive environment where every child can thrive.

I am committed to attending meetings, contributing thoughtfully to discussions, and being an active part of the school’s continuous improvement. Above all, I want to ensure that all pupils have access to the best possible education and opportunities for personal development.

Ray Burman, Local Governor

Ray is married to Victoria with two dogs. An Ordained Self-Supporting Minister, licensed as Associate Priest. Previously a Licensed Lay (Pioneer) Minister in 2020 he was selected as a Designated Pioneer within the Church of England. He is a very keen gardener and bee keeper.
